Scott Chaplin, PhD, CPA – President and CEO

Scott Chaplin has over 20 years of experience in financial management, accounting, government, and professional services industries. His experience within these markets has allowed him to formulate solutions that improve operational effectiveness. Additional experience includes systems testing, system’s integration, Enterprise Resource Planning Packages, auditing; government planning and budget execution; database analysis and development, forecasting and business planning; training development and implementation; corporate and personal tax preparation; and personnel management.

Tom Byers – Senior Vice President and Managing Director

Thomas “Tom” Byers oversees operations and growth activities in the National Capital Region.  He brings over 25 years of experience leading and executing business solutions for corporate and Governmental customers. Mr. Byers’ federal career started with the Office of the Inspector General, Department of Defense, where he conducted a mix of performance and financial audits, reviews, and special projects covering areas such as advanced technologies development, acquisition management, and included some of the earliest Chief Financial Officer’s (CFO) Act and Government Performance and Results Act (GPRA) audits.  Mr. Byers has developed a successful track record delivering a variety of financial, audit, project management, and technology solutions to the Federal civilian, defense, and intelligence communities. Tom is an active member of both the Association of Government Accountants (AGA) and American Society of Military Comptrollers (ASMC).

Kimberly D. Whitfield – Director of Operations

As GenTech’s Director of Operations, Kim oversees operations and contract management. She is an accomplished Project, Program and Administrative professional with more than 18 years of experience within large, diverse private, contractor, and military organizations.  Her expertise includes implementing and developing strategies and solutions to improve business operations and processes, employee morale, policy administration, and collaborative partnerships. She is a proud United States Air Force veteran.

Olivia Wignall – Senior Manager

As GenTech’s  Senior Manager, Olivia oversees  the program management and strategy development efforts.  She is a business leader and brings over 14 years of client relationship experience and financial expertise to the leadership team at GenTech.  She is better known for guiding teams  to understand client needs and translating those needs into innovative solutions with a demonstrated history of working in the governmental finance and services industry.  Prior to GenTech, Olivia spent several years focused on fostering collaboration in dynamic environments and delivering innovative solutions to her clients while enabling organizations to excel at meeting their strategic goals.  Her expertise includes strategy, financial analysis, leadership, and execution in support of changing client needs.

Tiffany Villaveces – Human Resources Manager

Tiffany Villaveces started with GenTech Associates in August 2017 as the Human Resources Manager. Her employment history includes experience with HR Process, policy development and implementation, benefits design and management, compliance, employee relations and performance management, HR strategy development and implementation, recruitment, and compensation in Union and Non-Union environments.  Tiffany also has extensive experience with implementing  multiple Human Resources Information Systems (HRIS) with mid-size companies in a variety of industries including manufacturing, distribution and transportation industry.  Tiffany attended Nova Southeastern University and is a member of the Society for Human Resource Management (SHRM) and local Indiana SHRM Chapter.

Katelyn Heston – Management of Recruitment

Katelyn Nicole Heston is the Manager of Recruitment for GenTech Associates.  She works diligently to staff our many projects locally and nationally.  Katelyn has a firm belief that there is a perfect role out there for every individual, and strives to match every candidate with the right position.  Before joining GenTech Associates Katelyn spent 5 years recruiting in IT, Cyber Security, and eDiscovery.  She is also a proud veteran of the United States Marine Corps.  Katelyn holds a Bachelor’s degree in Psychology from Purdue University.
